In recent years, the attention of scholars and professionals attract new risk factors in areas of intense urbanization – abnormal and catastrophic natural and man-made geodynamic phenomena with negative socio -economic and environmental consequences. In the lithosphere, reflected on the surface of the Earth, constantly taking place geodynamic processes of various types and scales. Traditionally, it is believed that these processes occur mainly in mobile (orogenic) regions. The most dangerous man-made as a result of the earthquake induced processes that are the source of geodynamic risk. Such conditions have developed in the area of the Lower Volga and Northern Caspian Sea, where the base is often composed of soils third category on the seismic properties that are being superficial deposits, increase the intensity of the incoming effects that are not currently taken into account in the design of buildings and structures in the city and the region as a whole. Mixed picture of lithology and weak water-saturated soils grounds are able to change the intensity and spectral composition of the seismic action. The current approach to seismic hazard assessment is based on the assumption that the influence of soil, in the territories, the area is many times greater than the supply of land for construction. However, the survey of the consequences of the devastating earthquake, as well as the work of some researchers convincingly demonstrate the influence of small areas of ground areas on the intensity and spectral composition of the seismic vibrations. Risk management can be done by knowing the seismic properties of the base, i.e., a number of works on the seismic zoning and implementing the design and construction of earthquake-resistant buildings.
