The largest closed lake in the world - the Caspian sea is located at the junction of Europe and Asia, and all adjacent territories are called the Caspian Sea. The variety of natural, cultural and historical resources, high tourist and recreational potential of the territory allows to develop different types of tourism. However, socio-economic, cultural and historical aspects can either contribute to this development or have a deterrent effect. Various government approaches, targeted programs, security measures and promotion of the tourism cluster make tourism development unique for each state. The article discusses the features of the development of tourism infrastructure and tourism industry in General in the countries of the southern and South-West coast of the Caspian sea, that is, the Islamic Republic of Iran and the Republic of Azerbaijan. The SWOT analysis of tourism development in these countries was performed.
